Communications, Outreach, & Knowledge Management Specialist
UNDP’s Bangkok Regional Hub (BRH) supports countries in the Asia-Pacific region on various development issues, including governance and environment. BRH has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.
To respond to growing demands by countries and UNDP Country Offices, a multi-disciplinary ‘Governance of Climate Change Finance’ team was established in 2009 to deliver the above-mentioned services through a coordinated regional strategy. It is currently implementing two flagship regional projects—one funded by the UK Foreign and Commonwealth Development Office (FCDO) and the other by the Swedish International Development Cooperation Agency (Sida), plus providing ad hoc support to other UNDP programs. UNDP is supporting governments to better articulate their response to climate change in Asia and the Pacific through advocacy at multiple levels, technical assistance, and policy advisory services.
UNDP has been supporting governments in Asia Pacific to integrate climate change concerns into national, sectoral and local level programming as well as in their budgets and finance policies through facilitating regional learning and south-south cooperation through the DFID-supported Climate Proofing Growth and Development (CPGD) programme (2013-2019) and the Government of Sweden supported Strengthening the Governance of Climate Change Finance to Enhance Gender Equality (GCCF) programmes (two phases from 2012 - 2022).
To accelerate implementation of climate finance agenda, a Climate Finance Network (CFN) project has been put in place by UNDP Asia Pacific. The CFN is part of a bigger UK Government programme ‘Climate Action for Resilient Asia (CARA)’ announced at the COP 26 in November 2021, which aims to strengthen the resilience of vulnerable communities, economies, and the environment against the impacts of climate change and promote low carbon growth across the Indo-Pacific. The CFN will cover 11 countries in Asia and seven countries in Pacific.
The CFN project aims to support governments and other actors in the ecosystem to identify and scale up climate finance innovations and enhance their efforts to mobilize and use both public and private climate-responsive resources more effectively. Beyond introducing enabling frameworks, systems and tools, the CFN will facilitate knowledge sharing on best practices emerging from countries with regional institutions and platforms as well as engage in knowledge sharing across regions; maximize synergies and collaboration with UNDP other programmes; as well as facilitate country engagements with strategic partners in CARA and other synergistic networks and initiatives to integrate climate finance reforms into country systems more effectively.
UNDP’s Regional bureau for Asia Pacific’s Sweden-funded Governance of Climate Change Finance (GCCF Phase I and II) project was housed in the Bangkok Regional Hub (BRH) during 2017-2022. UNDP with the support of Government of Sweden (Sweden) is also in implementing the inception phase of Strengthening the Governance of Climate Finance to Promote Inclusive Climate Resilience in Asia Pacific. This will be the 3rd phase of Governance of Climate Change Finance which will be implemented in parnerships with UNCDF in 5 countries, Bangladesh, Cambodia, Nepal, Solomon Islands and Tuvalu.
The GCCF III and the CFN is being implemented by the same team which constitutes of a multi discplinary expertise across climate finance. Both the programmes will serve as a knowledge management and technical support facility to identify and support climate finance innovations in the region and facilitate, accelerate and scale up these innovations. Through the Governance of Climate Change Finance (GCCF) and CFN, UNDP will work with other partners to share cutting-edge knowledge across six key thematic areas from on-going reforms that are taking place at the country level. This will follow a strategy targeting systemic changes that strengthen governance for greater alignment of public and private financing to the 2030 Agenda.
The key objectives of the assignment are to:
- Lead on implementation of the communication & knowledge management plan for the CFN and GCCF to ensure effective transfer and exchange of knowledge amongst the countries. This will involve, but not be limited to, a CFN communication strategy, website, content sharing mechanism etc.
- Support the climate finance team in effective communication of key reforms to the technical and non technical audience and highlight any events around these reforms.
- Identify and proactively initiate opportunities to promote programme knowledge outputs and stories through other channels, including social media, other UN platforms, media outreach, etc.
- Ensure outreach to UNDP country offices who are part of the GCCF and CFN network to solicit, collate and consolidate knowledge products, success stories, media reportage etc.
Based on the updated communication & knowledge management strategy, the Communications, Outreach, & Knowledge Management Specialist will work closely with all members of the Governance of Climate Change Finance/CFN team and will report to the Manager Climate Finance Network/ Governance of Climate Change Finance to implement the strategy and its key recommendations. This assignment’s key tasks and scope of work can be summarized as follows:
Proposed activities as per scope of the work:
- Implement the Communication & knowledge management strategy & action plan for the CFN and the Governance of Climate Change Finance to ensure effective transfer and exchange of knowledge amongst the countries. This will involve but not be limited to a CFN communication strategy, website, content sharing mechanism etc.
- Produce and support the development and dissemination of various communication and knowledge products and activities, including, but not limited to: print publications, web stories, press kits, social media posts, banners and flyers, project brochures, advocacy video clips and multimedia products, in regard to CFN, GCCF.
- Elaborate internal and external advocacy documents that has an outreach for a technical and non technical audience. This may include media outreach, issue briefs, fact sheets, and action alerts to support the CFN’s agenda.
- Lead on outreach to the CFN and GCCF target country offices for ensuring that the key reforms and milestones get adequately reflected internally and externally, collate success stories and media reportage.
- Lead the updating and continued development of new messaging following the project’s focus on gender equality and human rights.
- Lead on refining and editing of the CFN/ GCCF publications and knowledge product - with an eye toward ensuring not only quality products but also consistent application of UNDP and GCCF/ CFN programme branding, key messages, and relevant corporate style guidelines.
- Contribute development of briefs for the development partners and others for showcasing the reforms across the region and for influencing the decision making on climate finance.
- Based on the CFN communication strategy the Communication Specialist will manage the content of the website or ensuring reflection of contents in the partners websites:
- Ensuring consistency of all the pages under the project’s website
- Ensuring up-to-date uploads of new publications and relevant knowledge products of the project.
- Ensuring upcoming programme and past events are up to date.
- Acting as the focal point between the project and the website developer and designer already contracted by the project- also providing feedback to the service providers.
- Leading on social media to enhance the team’s results outreach to both UNDP audiences, donors, and beyond.
- Guide the communication of mini dialogues around the six workstreams for the CFN and GCCF to ensure that the knowledge, strategic and policy choices for the workstream and best practices get reflected to the target countries.
- Ensure the elaboration of key programme reporting outputs, including donor reporting document. Support the communication material for quarterly report on support to the country offices, support to knowledge products and branding of CFN.

Communication

Business Direction and Strategy
- Systems Thinking: Ability to use objective problem analysis and judgement to understand how interrelated elements coexist within an overall process or system, and to consider how altering one element can impact on other parts of the system
- Advanced university degree (Master’s Degree or equivalent) in Communications, International Relations, Journalism, Public Policy, Social Science or other related fields, or
- A first-level university degree (Bachelor’s Degree) in the areas mentioned above in combination with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree.
- Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of experience in implementing strategic outreach, advocacy, and communications activities for international organizations, UN Agencies, NGOs, or political campaigns is required.
- Experience with content development and management of print and online communications for UN or other international organizations.
- Experience on writing on development issues, particularly climate, SDGs and development financing.
- Experience with social media and website management.
- Experience in production management and quality assurance of knowledge management, advocacy and outreach products is desired.
- Experience in reporting, communication/presentation, facilitation method and report drafting are desired.
- At least 3 years of experience in relevant fields at international level will be an advantage.
- Prior work experience in Asia-Pacific region is desirable.
Required languages:
- Fluency in English is required.
- Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
- Official travel expected to be associated with performing the functions in countries in Asia and Pacific region.
