1. Role and responsibilities

The Information, Counselling and Legal Assistance (ICLA) Technical Officer will be responsible for the day-to-day implementation of ICLA activities, community outreach and provision of legal services on legal identity, internally displaced persons registration, housing, land and property rights and access to services. All ICLA Technical Officers will contribute to development of skills and capacities of ICLA and local legal aid providers, legal monitoring, research, analysis and development of the community paralegal network.  

        Generic responsibilities  

1. Ensure compliance with NRC policies, guidelines, standards and donor requirements 
2. Ensure adherence to ICLA strategy, tools, handbooks, guidelines and standards 
3. Implement legal activities according to established plan of action 
4. Promote and share ideas for technical improvement and further program development  
5. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist 
6. Contribute to the identification of legal protection needs to inform programming and advocacy 

          Specific responsibilities 

1. Conduct outreach activities to identify key locations for legal aid delivery  
2. Organize and conduct individual / group information sessions  
3. Provide individual and tailored legal counselling  
4. Provide legal assistance and representation for selected cases, according to ICLA criteria 
5. Ensure effective and appropriate legal case management and quality of legal aid provision  
6. Provide services in person or through remote modalities  
7. Facilitate knowledge management within ICLA West team and learning activities related to ICLA expertise for external stakeholders of NRC intervention; 
8. Design, organize and facilitate training sessions, webinars and other learning activities, reporting on the delivered events; 
9. Conduct housing, land and property due diligence activities in close coordination with the NRC Shelter programme 
10. Ensure safe identification and referral of persons in need of a specific service  
11. Develop informational, educational and training materials on legal protection issues 
12. Participate in needs assessments and feasibility studies, conduct analysis of legal protection trends and propose adaptation of the response 
13. Conduct legal research and analysis and prepare presentations of legal protection issues 
14. Provide inputs to legal and advocacy documents (i.e briefing notes, case studies) 
15. Contribute to the development of tools and procedures  
16. Contribute to strengthening of local capacities of partners and key stakeholders 
17. Coordinate activities with other NRC programmes  
18. Coordinate activities with local authorities, NGOs, UN Agencies and other actors regarding legal aid provision 
19. Conduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms, lists of the participants and other tools) according to NRC internal procedures  
20. Assist with administrative/logistics/finance tasks whenever required 
21. Supervising activities of the West Community-Based Paralegal Network 
22. Prepare weekly and monthly plans and reports, upon agreement with line manager 
23. Perform any other tasks as requested by ICLA Project Coordinator /Project Manager 

• Experience of providing information, counselling and legal assistance / representation services  

• Experience of community sensitization and handling complicate personalities 

• Experience in design and delivery of the round tables, training sessions and other events and training materials 

• Experience of working in the field with displaced and/or vulnerable groups and communities 

• Knowledge of the software programs (MS Word, Excel, PowerPoint)
