Advocacy and Campaign Manager
TITLE: KREASI ADVOCACY AND CAMPAIGN MANAGER
LOCATION: Jakarta
CHILD SAFEGUARDING: Level 3: The post-holder will have frequent or intensive contact with children and/or young people (e.g., once a week or more, or four days in a month or more, including overnight stays) due to the nature of the work in country programs, visits, or responsibility for implementing staff vetting processes.
Role Purpose:
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate improvements in literacy, numeracy, and character education for preschool and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant and leverages investments from the Australian Government’s Department of Foreign Affairs and Trade (DFAT) for its INOVASI Phase 3 program.
KREASI is implemented by Save the Children Australia and Save the Children Indonesia, appointed as the Grant Agent by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with endorsement from Mitra Pendidikan Indonesia/Local Education Group (MPI/LEG). The program aligns with Indonesia’s national education goals, particularly the Merdeka Belajar initiative, which emphasizes personalized, holistic, and sustainable education.
The KREASI Advocacy and Policy Manager will oversee the management, development, and execution of advocacy and policy activities within the KREASI Program. Reporting to the Head of Learning, Impact, Ecosystem, and Policy, the Manager will play a pivotal role in promoting KREASI’s achievements to internal and external stakeholders. They will leverage various channels to raise awareness of KREASI’s work, ensuring alignment with organizational sustainability goals through creative and cost-effective strategies.
The Advocacy and Campaign Manager will serve as a primary contact for all advocacy and campaign initiatives, programs that integrated with Ministries and Save The Children agenda. This role requires a deep understanding of KREASI’s program goals, donor requirements set by the Global Partnership for Education (GPE), and Save the Children’s policies. Staying updated on current and emerging advocacy and campaign trends is essential to effectively address government needs and secure buy-in.
By collaborating across units and departments—including program, communication, policy development, and fundraising teams—the Advocacy and Campaign Manager will optimize shared advocacy efforts and campaign objectives. These efforts will align with KREASI’s achievements across government and non-government channels. The Manager will create dynamic and impactful advocacy programs that drive campaign and program improvements across education, child protection, GEDSI (Gender Equality, Disability, and Social Inclusion), and climate change sectors within the KREASI Program.
The Advocacy and Campaign Manager must possess in-depth knowledge of advocacy tools and demonstrate the ability to develop and implement a comprehensive advocacy and campaign strategy. This includes conducting landscape analyses, defining engagement strategies, and establishing partnerships with key stakeholders to influence government collaboration at all levels. In their role, the Manager will implement the organization’s overarching advocacy strategy, explore methodologies for engaging with government stakeholders, and collaborate closely with the Advocacy, Communication, Campaign, and Media (ACCM) Department. They will also champion KREASI’s programs and policy initiatives, ensuring that the organization’s goals and priorities are effectively advocated for and scalable to other areas.
The post-holder will contribute to the overall vision and direction of KREASI’s advocacy and campaign efforts across thematic areas. They will support external policy analysis and the development of advocacy strategies focused on addressing inequality. By influencing government and institutional policies and practices, the Manager will ensure children’s rights are prioritized. They will provide guidance on crafting and sharing advocacy messages across platforms, leveraging their expertise to enhance impact. Additionally, the Manager will propose ambitious and creative advocacy communication and campaign strategies and ensure their collaborative implementation.
KEY AREAS OF ACCOUNTABILITY:
Advocacy and Campaign, and Internal Relations
- Developing the effective Advocacy and Campaign Strategy in national level through consultation with ACCM Department and KREASI program.
- Supporting the development of advocacy and campaign strategy plan and annual report.
- Managing advocacy and campaign strategy action, at least engagement in sub-national and national levels.
- Developing advocacy and campaign program paper, impact stories, blog, journal of advocacy project etc.
- Presenting advocacy and campaign best practice in learning event and others.
- Managing communication and action in advocacy and campaign with Save The Children Australia.
- Support the analysis benefit of advocacy and campaign investment for KREASI program and other related to Education and Child Protection in general.
- Managing integration of KREASI advocacy and campaign, with communication and policy development, as well as with other Save The Children Indonesia advocacy and campaign projects.
- Contributing to the development of KREASI program in advocacy and campaign capability and be the key driver in establishing KREASI as the leader in child’s rights issues in Indonesia for education and child protection programming.
- Contributing to the establishment of a 6 (six) monthly basis advocacy and campaign programs, advocacy and campaign calendar with key moments and key opportunities for advocacy. Be alerted to seize advocacy and campaign opportunities when and as they arise.
- In emergencies, supporting the development of advocacy and campaign messages and, if required, a complete advocacy and campaign strategy, in line with Save the Children’s humanitarian procedures and categorization of emergencies.
- Working closely with relevant departments, undertake and/or commission research on specific issues to inform present and future advocacy and/or campaign choices and to build Save the Children Indonesia’s position and coordinate high-quality briefings, letters, and other written material for internal and external use.
- Providing technical support designated advocacy and campaign staff and/partners in planning, implementing, voicing advocacy messages, and scaling up the advocacy and campaign works.
Advocacy and Campaign, and External Relations
- Managing the government relationship in National level (Director level up to Director General level).
- Disseminating messages and leveraging good and best practices of the KREASI program to influence government at national and sub national levels.
- Implementing high quality level execution of Advocacy and Campaign event/activities in the minimum of subnational and national levels.
- Supporting effective advocacy and campaign activity implementation at the national level by ensuring the systems and processes are in place to enable effective advocacy for children.
- Lobbying decision-makers at high level in line with KREASI’s agreed advocacy and campaign messages.
- Working with relevant departments to develop and nurture relations with key advocacy coordination groups across the organizations and ensure that KREASI advocacy work in country is informed and guided by Global Partnership for Education (GPE) advocacy and campaign strategy, and the advocacy steer of the KREASI program from the Co-Chairs and KREASI National Steering Committee.
- Ensuring clear and effective communications between all departments, program, and program/project offices at field level.
- Developing and cultivating strategic relationship with research agencies engaged in advocacy, campaign, policy and research works.
- Ensuring that active advocacy, campaign, and external communications are used to influence public opinion and political commitment nationally in support of children’s rights.
- Representing KREASI program with the government, donors and members at various networks and advocacy and campaign forums as required.
- Contributing to establishing, maintaining, and improving active and regular working relationships with host government authorities, donors and partner agencies, the UN system, and local and international NGOs including other members of GPE Local Education Group (LEG).
Safeguarding Policy (SP) Responsibilities
- Support full compliance of SP at project/program level, with national and sub-national team.
- Understand and comply with SP and work in coordination with other colleagues and partners to comply with SP.
- Respond to all SP concerns expressed or discovered appropriately and effectively in consultation with SP focal point assigned.
QUALIFICATIONS AND EXPERIENCE:
Essentials
- Holding an academic qualification at post-graduate level or equivalent experience on issues directly related to education, child protection, GEDSI, climate change, public policy, international relation, communication and other relevant.
- Having 5 years substantial experience of child-focused advocacy or advocacy and campaign work in a related field, as well as contributing to the development and implementation of advocacy and campaign strategies, knowledge and understanding of a range of advocacy and campaign development techniques.
- Being superior written communication skills, including the ability to translate complex arguments into accessible language for a non-specialist audience, and the ability to write articles that would be published in the mainstream press.
- Being excellent verbal communication skills, appropriate for high-level external representation.
- Being experienced in effective teamwork and outstanding inter-personal communication skills.
- Being experienced in coalition building and working with civil society actors to deliver change.
- Having fluency in spoken and written English.
Desirable:
- Possessing an understanding of human/child rights and development, international relations and humanitarian emergency response, and trends in donor policy.
- Having good contacts in the relevant field, including the work of professional organizations academic/research contacts, NGOs, UN agencies.
