Child Safeguarding and Child Protection Officer

CHILD SAFEGUARDING
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
ROLE PURPOSE:
Under the direct supervision of Head of Areas (Mon/Kayin Reigion) for programing and operation quality and, the Child Safeguarding and Child Protection Officer will implement the activities of child safeguarding & child protection as per quality standards of Save the Children International. S/he will be responsible to ensure quality support related with child safeguarding in Mon/Kayin Region & child protection activities in Hpa-An. This not only encompasses internal aspects with staff but also external aspects of our programming (through partners and project quality).

Financial Approval: No financial approval
External Representation: Interpersonal contact varied in both oral and written with the local service providers both at government and other related stakeholders within the Mon/Kayin Region as required.
Travel : Occasional up to 10 days every month
KEY AREAS OF ACCOUNTABILITY
SCI’s Safeguarding policy and procedures are applied throughout Mon/Kayin Region programs and partners and lead Child Protection activities in the Sponsorship project area.
• Ensure that the SCI’s safeguarding mechanisms are in place and are subject to continuous monitoring and review.
• Support the overall implementation of the safeguarding framework policies to the staff and volunteer activities including partner organisations.
• Support safeguarding concerns are reported safely and responded to efficiently and effectively in line with the policy.
• Support for safeguarding investigations if required, sometimes in challenging environments and standards, in cooperation with the field Leads and National Safeguarding Lead
• Work closely with partner organisations to develop and implement safeguarding policies/procedures and risk assessment and safe programming.
• Ensuring staff, volunteers, partners, beneficiaries and representatives access to advice and support related to safeguarding.
• Provide timely all mandatory induction to complete for all new joining staff and volunteers
• Provide support for refresher training for staff, volunteers, suppliers and partners (if required)
Safe Programming
• Support to identify potential risks to children and adults in all project activities and events, working with programme teams to plan mitigating measures and assign staff to be responsible for the implementation.
• Support necessary tools and knowledge relevant to local context and policy guidance.
• Support the safer programming process in Mon/Kayin region, especially in the Sponsorship project area – Hpa-An.
Capacity Building
• Provide training/workshops as to enable staff with key responsibilities to undertake their roles and mainstream safeguarding functions.
• Support capacity building for Safeguarding Focal persons or interns or program colleagues to deliver Safeguarding inductions/training/messages.
• Ensure all staff and volunteers receive and sign on the safeguarding and fraud policy and document it.
• Ensuring a clear and pragmatic reporting and referral system of alleged abuse. Perform other tasks as assigned by your supervisor.
Child Protection
• Work as focal person for Child Protection Program.
• Coordinate with Programme Coordinator and other Project Officers in preparing township work plan and budget estimation
• Conduct thematic/sector specific skills building sessions among community members and other stakeholders in area of assignment
• Collect program data for operations research as needed.
• Work closely with the Project Assistants and Community Development Facilitators to achieve the core program objectives both in qualitative and quantitative aspects.
• Build up the capacity of the Project Assistants and Community Development Facilitators on child safeguarding and child protection.
• Monitor and document the progress of project activities in geographic area/s of assignment
• Prepare and submit reports for the assigned tasks and programs regularly
• Carry out other tasks assigned by the supervisors as required.
Child Safeguarding Responsibilities
• To ensure the project activities not to harm to children and to plan and design properly for the safe of children
• To draw plan and initiative ways for the inclusion of children in project activities
• To receive and response feedback from the children and to address their feedback timely.
Volunteer Management
• Ensure adherence to VMS guidance for the end-to-end process of hiring area-based SCI volunteers.
• Promote VMS awareness and VMS guidance in the area, including VMS system training to the system users in the area.
• Prepare contracts for the SCI program hired volunteers and amendments if required.
• Keep the volunteers’ contracts and support for auditing purpose.
• Responsible for receiving volunteer information, such as personal data, photos, recruitment-related documents, commitment signed, and VMS guidance documents.
• Update all volunteers` information on the VMS system and have offline records.
• Responsible for vetting process for the newly hired volunteers.
• Represent HR and participate in the interview process for volunteers as assigned and ensure all recruitment records are signed by all panels and documented.
Other responsibilities
• Perform other tasks as assigned by the supervisor.
• Support for safeguarding collaboration with the program team, MEAL team, CO safeguarding team, and Rakhine Region Management Team, to ensure the safeguarding mainstreaming.
EXPERIENCE AND SKILLS
Skills and Experiences:
• At least 3 years’ experiences in related field
• Experience on policy development, manual, procedure on child protection/safeguarding.
• Experience of children related programming
• Ability communicating sensitive information to a wide and diverse audience
• Experience in conducting assessment, monitoring and evaluation, analysis and writing report
• Ability to facilitate training to a diverse audience in terms of facilitation skill and language.
• Possess knowledge and practical experience in community based child protection approaches, including experience in participatory approaches and child participation methodologies.
• Experience in building networks and coordination with other organizations who are working with children.
• Strong computer skills, including the use of email, internet and designing/publication.
• Good interpersonal skill with internal and external audiences at all level of the organisation.
Education:
• Minimum Bachelor Degree with social science fields.
Communication and Technical Skills
• Good English communication skills, both written and verbal
• Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure
• Willingness to travel to field offices and work in difficult environment according to travel requirements
Management:
• Ability to create an environment which encourages team-working and motivates a team across various geographical areas mainly focal points.
General:
• Ability to work with colleagues and counterpart across the organisation developing effective working relationships to deliver outstanding results for children
• Commitment to and understanding of Save the Children’s aims, values and principles.
